But the broadcaster does not have the cash to pay for the rights up-front.

So, did Channel 9 do the coverage in 2005? Didn't they take the host broadcaster's feed (Ch 4)?

SBS did the coverage in 2005 and used the host broadcaster's feed, with a couple of Australians doing analysis in the studio pre-game and in the lunch/tea breaks.
